Can Esperanto be the common language in India ?

The Times of India reported:

AHMEDABAD: Does India have a national language? No, says the Gujarat High Court. The court also observed that in India, a majority of people have accepted Hindi as a national language and many speak Hindi and write in Devanagari script, but it's not officially the national language.

It is funny that what the Wikipedia said:

Standard Hindi and English...

But most western papers would ignore Hindi by just saying English is the national language. Now, it is time to consider what is the national langauge.

Should national language be based from the language of the local people or it can be other languages from the other parts of the world, for example, Chinese language be the national language in India.
